Restore iPhone 3GS WIthout iTunes?

Hi,

My friend came to visited HK from US with his 3GS, but for some reasons he phone does not start. He wanted me to "re-virginize" his phone but he forgot to give me his SIM card. He is now in China but he will be back in a week.

I tried "re-virginze" his phone using my HK carrier SIM card but iTunes does not allow me to connect to the phone.

Is there a way to "re-virginize" his phone without using iTunes?
