hello,
i recently restore my macbook pro using the utility disk, when i was going to reinstal the OSx, it said to sing in, i am sining in with a different apple id since i forgot the password of my old apple ID account. The mac doesn't let me format it. Do i have to do this with the apple ID that was already in the computer?

Yes, you will have to provide the same AppleID that was used to purchase the OS from the App Store.
 
If you have forgotten you password, first request for new password from AppleCare then you can sign-in and install your new OS X.
