I'm planning on upgrading my hard drive. I'd like to restore to the new hard drive from my Time Machine hard drive. Is there a way to only restore select files if I don't want to restore all of my old school papers and such?

if you want your old settings and the way the computer was set up or customized then no, that is a full restore. If you want to do a completely fresh install of Leopard and just want to get back certain files than yes. Fresh install Leopard, make sure you name the computer the same that it was before the fresh install and you can then enter TM and restore whatever files you want to restore.
