The Time Machine's format has to be "Mac OS Extended (Journaled) with a GUID Partition Table (GPT)". It does not support APFS.

If I understand your question correctly, you can restore a backup from the HFS+ formatted Time Machine to a APFS formatted MacBook. The restore is copying files from the TM backup to the MacBook. I can't answer about "Case-sensitive", maybe refer back to other thread you asked about it.
