So last night I was restoring my jailbroken iPod touch, and iTunes would not let me restore without updating, so I lost my ability to JB. In the event that I need to restore my Jailbroken iPhone 5, is there any way I can keep it running 6.1.2?

No. If that worked, people would have told you so. No way to restore means NO WAY TO RESTORE.
Can't you download the firmware here and hit shift-restore or something in itunes and it will ask you?

Not for an iPhone 5. For an iPhone 5, and a 4S for that matter, you cannot restore to any firmware that Apple is not signing.
