Thought I was being clever by excluding it (didn't have enough space on my external), but now I've restored it without any Applications!

I'm not worried about the third party ones (can redownload these from the internet) but how can I restore the OSX ones (disk utility etc.)?

For the most part yes. The last few versions of OSX automatically upgraded and didn't wipe your drive so as long as you don't format your disk, you should be all set.

What utility/application can I use to restore?

I don't have Mavericks, so not sure how I can reinstall, the CMD+R think seems to only let me reinstall mavericks :/
