Restored my X from encrypted backup, some notifications not showing up..

Restore went fine all apps installed, photos, etc. My biggest issue is some notifications not showing up despite the fact that notifications are on in the device settings for that app, and inside the actual app. Its not all apps though: apps like snapchat, messenger, etc are working but apps like CNN, business insider, Bleacher report are not. When I turn on wifi on my old 7+ all the notifications that didn't come thru to my X will appear on the 7+

Any tips other than "reset all settings" and having to re-enable everything again ?
