I just got a new iPhone 7 (love it). I restored it from an encrypted iTunes backup, and it is currently uploading all of its photos to iCloud Photo Library. They were already uploaded by my previous phones. 1,897 duplicates . What did I do wrong/ what do I do now?

I think that if you leave it alone it will detect them as duplicates and not actually upload again. You should not get duplicates in the iCloud and be left the 1897 after all done.
