Restore your Apple TV
  1. Unplug the HDMI cable and power cord from your Apple TV.
  2. On the back of your Apple TV HD, plug in a USB-C cable. For Apple TV (2nd or 3rd generation), use a Micro-USB cable. Use the correct cable for your model, and never plug a Lightning to USB cable into your Apple TV.
  3. Plug the other end of your USB-C or Micro-USB cable into a USB port on your computer.
  4. For Apple TV (3rd generation or HD), plug in the power cord. For Apple TV (2nd generation), leave it unplugged.
  5. On a Mac with macOS Catalina or later, open a Finder window. On a Mac with macOS Mojave or earlier, or on a PC, open iTunes. Check that you have the latest version of iTunes.
  6. Select your device when it appears on your computer. "
im using USB C to USB C
 
What, exactly, is the problem? Why are you connecting your Apple TV to your Mac?

I'm trying to restore it. the apple screen comes on, goes away then comes back etc.
 
Can you do a system reset from the settings menu? There normally should be no reason that you have to connect your Apple TV to your Mac via USB, unless you are a developer.

That is the proper way to restore the ATV, the OP is doing what Apple recommends for the situation:

Some cables that are bundled with other products or accessories might only support charging those products (and not transmitting data). Or they might work only with the product with which they were sold.

thanks Vertical, i tried different cables and even bought a new one. it was under warranty so Apple shipped me a box so they can replace it
