Restoring from a Time Machine backup...

I just saw on my MBP Leopard install DVD that there's now a "restore from Time Machine" menu option - does this mean if my primary HD fails or something, I can start up from the MBP DVD, and restore the entire contents of my HD from the external Time Machine HD, as if nothing had changed?

And, does it work with FileVault enabled?
