can this only be done on iTunes or can I load my iCloud backup without losing the jailbreak?

I backed up on iCloud and then jail broke but I started with fresh 8.1

My question is how do I get all my old saved stuff back on my iPhone 6 plus exactly how it was before I jail broke but without losing the pangu jailbreak?

Any iTunes restore overwrites the jailbroken files with stock files.
Any erase all settings and content removes your jailbreak.
Restoring to a backup made while a device was jailbroken does not reinstall your jailbreak but it will introduce a bunch of modified files that may cause some anomalies on your device.

So what is the best course of action of installing jailbreak and then getting all of my original stuff back like pre-jailbreak?

Can i backup to PC or icloud, then erase clean, and then jailbreak, then restore from back up while keeping the jailbreak as well as my original stuff?

go into iTunes. Then click "restore from backup" and it won't remove cydia but your tweaks will be gone.

Also, this is iTunes only. Or if you're on 7.x, use ilex rat.

I just jail broke my IP6. I plugged into iTunes. Set up as a new phone. Jailbroke then went back to iTunes and restored from my last backup of my iPhone 5. Worked fine.

Then I went to cydia and installed the tweaks I wanted.
