Restoring Notes deleted over 30 days ago

Somehow, one of my Notes got deleted and I cannot find it in Notes or the Recently Deleted List.

I really need to recover this ... is there any way I can recover it? I use Time Machine but not sure if that backs up Notes which are also on iCloud?
 
If you go to iCloud.com and go to iCloud settings. On the bottom left of the screen it will say "Advanced" and there should be an option to restore files. Click that option and see if the notes are present. I haven't tried it, so I don't know if notes are stored as 'files'.
