Restoring photos from iCloud Backup

I need some help with restoring photos from an iCloud Backup. I found some paid apps which seem to be able to recover the photos, but they are paid. I tried to reset my iPad and restore from the iCloud Backup, but it did not restore any photos.
Do you have any suggestions?

Was ibackup bot one of those apps?
