Restoring time machine from SL to Lion

New to Mac's so here goes my question -

Can you restore an time machine back up done in SL onto a fresh install of Lion?

One last quick one - can i access my time machine back up easily from a windows PC and get at the files?

1. Yes, you can use a TM backup made in SL with Lion.

2. Time Machine requires HFS+ format which is not accessible by Windows. Some shareware software might let you do that though.
