how can I restore to factory setting without the cd rom. Can I get any mac os tiger (this is for a mac mini 1.5ghz power pc) cd and use it ?

Not just any Tiger CD will work. It either needs to be the OEM install disc that came with your exact model of mini, or a purchased retail Tiger disc.
If you go the retail disc route note that your bundled software (iLife, etc.) will not be restored.
