I have an iphone 4 thats jailbroken on iOS 6.1.3, but im running into some issues and would like to restore it and re-jailbreak it. Is there a way to restore it without updating to iOS 7.0.2? Because I don't wanna update and have to wait for weeks for a jailbreak to be released on iOS 7.

Try downloading the firmare you want on the device, Im assuming you want to do this because you are jailbroken on iOS 6, even if you aren't this is the only way I know of and Im not 100% sure this will work. One option is to "Erase all Content and Settings" which would be in the settings app of the iPhone. But If you want a full restore (say you want iOS 6.1.2 and you have an AT&T iPhone 4S) you download iOS 6.1.2 for the iPhone 4S AT&T and restore to it (either option+Restorn or Command + Restore on Mac, Shift + Restore on PC)
