I have an autistic client who owns an iMac running leopard. He is constantly erasing programs on his computer. I would love to be able to password protect or take away his permission to delete items from his computer. Anybody have any good ideas? Is this even possible.

There are no options in parental controls that I could see that would prevent him from deleting programs, files, etc...

Use of a non-admin account automatically makes it so the user would need to enter an admin user name and password to install or remove an application because they won't have write access to the /Applications folder. The parental controls simply offer other restrictions that might be of use.
