im trying to disable cellular data by going under settings, general, restrictions and toggle don’t allow cellular or don’t allow cellular plan change.

After changing this my cellular data still worked.

I know I can disable data, but this device is used by a kid. And I don’t want to have a large data bill!

Is there some way to disable data in settings on iOS 11?

Restrictions will disable the ability to set the toggle. You have to disable cellular data prior to disabling the toggle in restrictions.
 
Another option: Shared (family) data plan? If so, believe most cell providers these days allow you to put a cap on a device re: how much data they can use.
