Retail clothing app

I'm looking for an app that will let my customers build their own tshirt. I would like to upload mockup designs and shirts and let the customers design their own shirts with the uploaded designs.

I want them to be able to pick a shirt color, a design and then an ink color.

Is there an app for that?

Don't know of anything like you've described.

But try this app that I've been using for my design work:

You can provide your clients with an SVG template and they can change it.

And everything is in vector, so it's perfect for printing..
