No, it didn't originally have it. It was added to iOS 4.

I can confirm this is the case due to the amount of restoring/updating/jailbreaking I've done between 3.1.3 and iOS4 and back again over the past couple of days.

The page torn off is not on 3.1.3's icon, it was one of the first things I looked for when I went back from iOS4 to 3.1.3 (before restoring to iOS4 to re-jailbreak it).

Also, Voice Memo's has a tweaked icon in that the "U" shape part of the stand holding the mic is red instead of silver ... looks a bit odd actually.

Although the retina image I got from the image someone else posted, I couldn't find it directly on the apple site (link please ?) So it has a few artifacts in it.

i just looked at my iphone and it's there and i'm def not on ios4...i'm on 3.1.3
 
Yup. Never noticed it either, but upon examining my iPod more closely I can definitely make it out.

Just looked at my ipod touch 16 GB running 3.1.3 under a 20X binocular microscope. No torn off sheet on the ipod. It does have a darker line under where you would tear off the sheet but under the mic. those pixels are even all the way across. Three pixel rows deep if you care.
 
On the top is the iPhone 4 screenshot with the pixels doubled.
On the bottom is the iPhone 3GS screenshot with the pixels quadrupled.
Unfortunately, the source images have JPEG compression artifacts, which are painfully obvious in the magnifications.
But you can see what the extra resolution allows them to do with the icons - I look forward to checking one of these out in person.
(It's interesting to note that the background used for the iPhone 4 is the same resolution as the one on the iPhone 3GS! :) )
