This chart is wrong. When an object's distance is HALVED or DOUBLED that objects height and width appear to DECREASE or INCREASE by a factor of 2, however the object's apparent area QUADRUPLES. A "retina resolution" at 2ft would be 300 / 4 = 75PPI.
It is not the chart, but your analysis that is wrong. Two dots can be resolved as separate sources of light if their angular separation is 1 arc minute. If you were correct, then the maximum maximum angular separation would be defined by the solid angle. It is not. It is determined by the ordinary circular angle.
