If you bought it directly from Apple, and it's within the 14-day return window, if you bring it back with all of the parts/pieces/box (and the receipt), they should be able to refund you for that one and purchase you a new one. Won't cost you anything. However, if they don't have any new ones in-stock, that's not going to fly.

If you didn't buy it from Apple, or it's outside of the 14-day return window, then yes, make a Genius Bar reservation before you go. All you need to bring is your iPad.

It is out of the 14 day period and I talked to them and they said I have a year to bring it back with a dead pixel to exchange it for a new one. This is not true??

    Not technically true.

Outside of the 14-day return window, they will repair the products. With iPods/iPhones/iPads, they don't usually repair them while you wait, they'll just swap you out for a replacement unit (and send your broken one off to the depot where the good parts will be reused). The replacement unit can either be new, or refurbed. If it's refurbed, it's in a brand new exterior case with a new battery, and you shouldn't be able to tell that it's not entirely new.

This early into the iPad launch, my guess is that what you get from the Genius Bar will likely be new. The Genius Bar will only replace the broken product, so they're not going to give you a whole new "retail box", which would include a new charger, usb cable, etc. They're just going to give you a replacement iPad.
