Ok, so I guess the first iPhone 6s / 6s+ units are in customer's hands. I'm certain there are skilled people somewhere who can reverse engineer Apple's file format for live photos - in case Apple has not provided a document describing how it works in order to make it a standard.

What about the smart guys at camera plus just recreating that file format in their apps? Shouldn't this make Live Photos available for older generation phones? Maybe not as smooth, but since all iOS9 devices are supposed to be able to display Live Photos?

Just some thoughts. What do you think?
 
Well, I know how it technically works.
So why not use the iPhone6 oder iPhone5 cameras to capture a video and a still and combine it in this new format and send it to iOS9 capable devices - or in other words, what keeps app developers like the ones from Camera+ to recreate this date format and consequently create live photos with pre 6s devices?
