Reverting back to the old look in appstore

You can't.

The only way is to go back to iOS 5, if you have jailbroken iPhone and saved SHS blobs, that is...

The only way you can kind of do it is to go to category mode , Select the particular category that you want and select see all in the menu, then it will allow you to scroll down through the apps.

This obviously doesn't work if you just search for apps

And why did Apple remove the inertial scrolling when it came to the horizontal app lists?

Its relatively clunky and annoying compared to the contact list and music app scrolling feature.
