Ringtone Problem - Manual Sync (iPhone 4S)

So, I'm trying to add some ring tones to my iPhone 4S, and at first I couldn't add any and then I set it to Manual Managing. Now I've added all the ringtones, but for whatever they're all grayed out, and next to the check on the left, (left of the check) is a little symbol of two arrows going in a circle.

What to do what to do

The ringtones won't show up on my iPhone for use.

Those 2 arrows are sync arrows, so it would seem they didn't finish syncing.

Looks like I have the same issue. The tones are no longer on my phone (I don't care about that), but when I delete them from iTunes they just keep coming back and it's bugging me!
