Hi I have noticed this really annoying issue in which when I press the caps lock button while typing fast it doesn't always come on unless you press it more slowly is this an issue or is this meant to happen?
 
I haven't got an rMBP, but from how you are describing it by pressing when typing fast, that sounds like any Mac. They are designed so that the caps lock does not come on if you accidentally press it lightly while typing.

I´ve had this since v 10.4 Tiger, compared to other OS´s you have to press the button a little longer...
it has to be by design

This was already the case with the older Macbooks. It's by design, so you do not accidentally do not hit key during typing. When I got my first Macbook three years ago I was also a little worried at first. You get used to it!

edit: too slow...
 
When Apple introduced this a while ago, lots of people complained that the Caps Lock button did not work, unless you pressed it hard.

Another innovation that is so genius, it's actually doubted.
