A german magazine tested the rMBP and posted that the CPU throttles to 1.2GHZ soon as the GT650M kicks in.

Does the non retina MBP 2012 do the same?

I don't know what they were doing with that laptop, perhaps they had a defective model. But I don't believe their results. Anandtech found that throttling and temperatures were improved over last years' model.

If the mag kept both internal fans running at 2000 rpm, it's going to be a little obvious why it's throttling.

They should compare the non-retina MBP 2012 and the retina MBP.
Comparing Sandy and Fermi to Ivy and Kepler doesn't make sense.
