When I jail broke the phone it came with this. What exactly is this for and what does it do?

It's an alternate to Cydia. I don't like it personally. It has caused problems for users in the past.

it is garbage. just remove it using cydia and go on your merry way.

Is there any way to keep my payed subscription to MyWi and uninstall Rock? Every time i do it through cydia it uninstalls MyWi also.

Yes. Install mywi without rock, it then uninstalls mywi with rock and move on. That's what i did and all is well.
