It appears to still be signed. Use the 6,1 ipsw.

Yes DFU mode you will have to point iTunes to the ios 7 firmware

i figured it out, the IPSW file for CDMA was not for Verizon iPhone 5S, I had to ue the GSM build, which caused confusion because I forgot it has both radios in the phone.
