Is it possible to access root file system on 6.1.4?

using iPhone 5 on unoffical carrier, trying to activate imessage and facetime by editing the +44... number with maybe 01144...

the problem is I am on ios 6.1.4,
general-about-carrier-"carrier 14.0" .

Trying to activate imessage & facetime with my number, after some googling. I see the +44... number need 011 to send the silent message which is located in carrier .plist. The number should look like 01144... for the activation to go through on unofficiall carrier. I am sure some people know what I am saying here.
