I run OS 4 on my 8GB ip2gMC. I am wondering if there is root filesystem access without jailbreaking, so I can enable multitasking and other SpringBoard.app-level "enhancements".

DiskAid does not support 4.0 currently.

Also, how does apple block this?
 
Not sure, I guess you would have to extract and decrypt the 4.0.ispw find the right .plist file to edit then reencrypt\repack the .ispw and do a restore with the modified 4.0, even then it may fail an integrity check after being edited.
 
But I have it set up with the cydia IP in the C:\Windows\System32\drivers\etc\hosts file.

I don't mean the IPSW plist since it has no multitasking section. I mean the device it self.
