Rotating iPad Screen for Horizontal Display

My wife's iPad screen is in constant vertical position and won't rotate to a horizontal display. I've looked in Settings for the necessary adjustment but don't find it in General or in Control Center but don't find it there. Where is it?

In the event rotation lock is off and it’s still stuck, simply restart the iPad and it will fix itself.

Thanks very much. I wasn't accessing the control center because I didn't know that you had to swipe down from the right side of the screen to access it rather than from the center, the way it used to be.
