I am running out of storage on iPhone and there is almost nothing left that i can delete, and i have been deleting stuff for days now. My photos are optimized and 15GB photos is largest “app” i have. What is under “other”? An that be deleted?

That's definitely a little alarming, the Other category is basically anything that doesn't fit into the handful of named categories. So it can be anything from Safari's cache, to Siri stuff (like voices etc), and I think also updates that your phone has downloaded.

In your settings you should have the option to clear browser data, which would be the first thing I'd try especially if you use Safari a lot. You could also try backing your phone up, then restoring it from the back up - IIRC a lot of the data that gets classified as "other" won't be restored.

As mentioned, other could be cache, etc. It could also be stuff that iOS hasn’t finished categorizing yet.

Like @synicalx1 says, backup and restore is usually pretty good at clearing that (assuming that’s just temp stuff and not actual app data).

Honestly, this is one of my gripes with iCloud Photos - Optimize Storage. It doesn’t allow you to manually eject stuff to the cloud. You’re just at iOS’s mercy as to whenever it decides to clean up.

I have 14.1 gb of photos + videos but not a single one takes up space on my phone. Photos doesn't even appear on the list of apps using storage in the iPhone storage settings menu. I have optimize photos setting enabled and use iCloud for everything (I pay for the 50gb storage option). It automatically uploads everything and has worked perfectly for me so far. You may want to consider doing the same?
 
Running out of storage is not advisable on iOS. Your phone can go into a boot loop... You may have issues restoring or possibly lose your data.
I would suggest to offload data not necessary and keep at least 15% free storage to be safe.

The OP already mentioned he has Optimize Storage enabled.

Mind, for me the algorithm of when it decides to offload photos and videos just isn’t smart enough or doesn’t react quickly enough. Wish there was a way to set limits on how much storage Photos is allowed to use locally or a way to manually offload selected items.
