I have a cMP 2,1 with a Radeon 4870 that can't go past El Capitan. Was looking to give it some more oomph in the gpu area. Is anyone aware if there is Polaris support in current el cap, or can Sierra support be back ported?
 
No, you cannot back port AMD drivers as far as I know.
As for the gpu oomph, you could buy HD7950/R9 280 or HD7970/R9 280X and use it in 2,1 trouble free (flashed or not). They are easy to flash and will give you much more performance than CPU and FSB can handle.
That's what I and many other guys with 1,1/2,1 have done.
 
Do those generally work fine with existing psu or only certain configurations?
 
Yes they work without any problems in Mac Pro. You should avoid later Sapphire ones with 2x8pin power connections as they are overclocked like crazy, but reference and close to reference ones are good to go (also, AFAIK, XFX ones don't work in cMP).

My old Gigabyte HD7950 had 1x6 and 1x8 pin connections and 8pin was taking too many current while 6 pin was almost idling, so I just bought a cable to evenly distribute current.
