Safari 10.1 update for El Cap, won't now open?

It was done updating in the App Store, asked to restart, at some point it crashed and I had to manually turn off/on again.

Now App Store says 10.1 installed, but won't open at all?

Can I roll back Safari using Time Machine or is it a whole restore I need to do?

Thanks for any input!
