Safari 10 font size not sticking

The font size keeps defaulting back to a smaller size than I want and I have to keep hitting the enlarge font size icon.
There used to be a setting in preferences that you could set to not display a page under a certain font size but i no longer see that option.
Anyone else seeing this?

Good GAWD, what where they thinking?!
I thought I was just missing something or a bug.
Are all the programmers at Apple 18 with perfect eye sight or what?
