That article was for updates released nearly two years ago.
Apple has updated Safari several times since then for El Capitan.

What Safari version do you have now?
Current Safari version on El Capitan is 11.1
If yours is older than version 10, then you might have also missed a security update (?) which would ALSO be in the App Store.
Is your system fully up-to-date (version 10.11.6 is latest version for El Capitan)?

Thanks for your comments.

So I re-installed El Capitan (10.11.6) and now seem to have Safari v11.

Was hoping to find a stand alone download link for Safari v10 or 11 but such seems elusive.
