Safari 11--cross-site tracking

How do you turn on cross-site tracking prevention in Safari 11 in Sierra? Or is it available only in High Sierra?

I have the same question. I’m running 10.12.6 and Safari 11. The screen shot of the Safari preferences do not offer that as an option.
