Safari 13.1.2 missing after 2020-004 update

I have a new to me 2014 Mac Mini. I did a clean install of Mojave and applied the 2020-004 update from https://support.apple.com/kb/DL2045?viewlocale=en_US&locale=en_US version shows 18G6020, the Safari Version 12.1.2 (14607.3.9), I was expecting 13.1.2. Any explanations?

It has been removed. If it will still be in this catalog it would have showed up in the Software Updates normally. Safari13.1.2 is only available for High Sierra.
