This afternoon I encountered a pop-up from within Safari that stated:

http://fbi.gov.id657546456-3999456674.k8381.com

YOUR BROWSER HAS BEEN LOCKED.

ALL PC DATA WILL BE DETAINED AND CRIMINAL PROCEDURES WILL BE INITIATED AGAINST YOU IF THE FINE WILL NOT BE PAID.

FOR HELP CALL TOLL FREE +1 866 782 9808

Upon exiting the pop-up, I was brought to the "applescurityissue.com" website, which was a forgery of a "Safari can't connect to the server" screen, however it went on to add a phone number to call for help.

A quick WhoIs search finds the website to be registered to someone in India.
