Safari background audio player

looks like apple disabled safari from playing audio in the background when on YouTube.
iOS 8 you could close safari, flip up control center and hit play and it would work.
iOS 9 won't work now.

Edit: It works on iPad with iOS 9, but not on iPhone 6? Is it a bug or is it on purpose?
