Safari bookmarks not syncing with iCloud

So far calendar and reminders have synced, but Safari bookmarks did not. No way to force it?

Check in system preferences. For some reason it was disabled after logging to icloud for me

Yes, it was unchecked upon installation, but I have checked it and it remained checked after restart - but no sync of bookmarks and passwords.
