Though, if I manually move the right side in or out it will come back. Is there a setting that I haven't found yet that could put the scroll bar back on?

I have an old MBP and there's no side scrollbar. It's not that it's a new MBP.

Start scrolling up or down using a 2-finger gesture and the sidebar appears auto-magically. Move your cursor over to the right to grab the sidebar and use it then if you prefer.

I never need it since I simply gesture to scroll up or down and I like that it hides itself.
 
It is a "feature" introduced into OS X 10.8 Mountain Lion, or probably Mac OS X 10.7 Lion, to mimic iOS' behaviour on Mac OS X.

To disable it, go to System Preferences > General:
