So when you go to the Safari extensions Store all you see now is the featured extensions. But when you try to do a search it lists all other macOS apps as well and you can't easily find Safari extensions.

Is this just because they just started to use the store for extensions? Otherwise will be annoying as hell trying to dig through all mac apps to find extensions?

Well, the new Store in Mojave doesn't even have a search bar when you're in extensions section. It seems just a curated list by Apple.
 
As far as I know, the extensions listed there are the only ones available right now, as developers need to update their extensions to work with Mojave.

If you just search for "Safari" then you will see extensions that are definitely not in the "Featured" section. I doubt this is all the extensions either, but it does show that there is certainly more in the store than in the featured area.

I agree this bit is a complete mess just now. There is a filter at the top-right in the store, they need to add "Safari Extension" to that filter.
 
If you search, you will get more Safari extensions than accessing from the Safari extension menu.

Same happens on Photos filters.
