Settings>Safari> Turn off Spotlight Suggestions and Preload Top Hit.

Safari is speedy and responsive now!

That seemed to the trick... and then restarting the phone.

I was getting upload and download rates of under 10MB/s at best... usually under 5MB/s. Now, the speedtest is showing speeds between 15 and 19 MB/s.

I'm on Verizon FIOS. (My wired connection speeds are over 80MB/s!)

I like preload top hit feature so kept turned on meanwhile spotlight suggestion isn't supported for my country so turned off and noticed a bit better performance on iPad air and 5S
