For me handoff to safari seems to be one step behind with my iPad running iOS 8 Beta 3 and OS X 10.10 DP 3. For example:

    1. Open Safari on the iPad with no tabs open
    2. Visit macrumors.com on the iPad
    3. No hand off icon on DP3
    4. Press home button on iPad
    5. Open Safari on the iPad
    6. Hand off icon appear on DP3 and when I click it macrumors.com successful opens up
    7. Add a new tab to Safari on iPad and open youtube.com
    8. No hand off icon on DP3
    9. Press home button on iPad
10, Open Safari on the iPad
    11. Hand off icon appear on DP3 and when I click it youtube.com successful opens up

So it seems like hand off is only working when Safari on the iPad is opened. Any new tabs that are opened or changing to different websites on existing tabs are NOT handed off to the Mac until you switch apps on the iPad and back to Safari.

Does anyone know if this is how its suppose to work? Seems odd that I would have to close Safari and reopen it on the iPad to get Safari properly handed off to the Mac.

Do you think this worth reporting as a bug to Apple?

Existing iCloud tabs seem to be a better solution anyway, as you're not limited to one page.
Pinch out on any webpage in Yosemite Safari (including on the new tab page, as they aren't displayed right there) to get to the new tabs overview and everything on each other device is listed and clickable.
