Safari icloud sync between ios 10 and ios11 devices fails

I have updated my iphone to ios 11 and now my ipad with ios 10 stopped seeing its opened tabs in i cloud, at the same time my iphone with ios 11 sees device with ios 10. Anyone else has this issue?

I am seeing similar issues with Notes app. I believe the iOS mismatch between iPhone/iPad with iOS10/iOS11 is the issue due to iCloud sync.

The notes app runs fine on the iOS 11 device but crashes within seconds of opening on the iOS 10 device.
