I use Safari on my M1 Mac Studio, M1 MBA, and iPhone 13 Pro Max and I'm seeing some really inconsistent bookmark syncing and I'm not sure what the problem is. I've looked at iCloud in the settings and Safari is ticked on all devices. Sometimes nothing syncs, sometimes some of it syncs and other times everything syncs.

Can anyone suggest what might be going on please? All devices running latest stable iOS and macOS.
 
I've noticed this behavior also. Usually what I'm doing when this happens is taking another device I have (signed in onto the same Apple account, of course), and add a dummy bookmark there (doesn't matter what). It appears this forces the sync process on the others, because when I go and check again the device that doesn't want to sync, after a couple of seconds (maybe an app restart sometimes), I get everything back. Apple software these days... 🙆‍♀️

I sometimes have the same issue. The easiest thing to do (as @SilentSpecter mentions) is to add a temp bookmark and they all sync again. Certainly not ideal. The other thing to try is turning off iCloud sync on EVERY device. Don't worry your bookmarks will still be saved in iCloud. Leave it off everywhere for a bit and then turn it on device by device.
 
Did you also try turning off iCloud Sync on every device like @318iphone suggested? To achieve the same effect you could log out and back in to your Apple ID on your devices - that also kick starts iCloud syncing.
