Safari - Manage website data not working

I noticed recently that in Safari, if you select the "Remove All" option in "Manage Website Data" the list of websites instantly reappears.

Any ideas why this is happening?

That's iCloud being goofy is what that is. You may need to do that more than once to get it fully cleared out, as there is a rare race condition that occurs in Safari if you edit the data iCloud syncs right when a sync is in progress, resulting in the behavior described. I've seen this cause duplicated bookmarks too, and it's VERY annoying.
