We continue this thread Memory Leaks in Monterey? here on the macOS 13 section.

13.0 Beta (22A5321d), Safari version 16.0 (18614.1.25.11.1) Safari memory leaks still unfortunately present. My machine was literally unusable, slow, so that the only option was to restart the machine in order to fix the problem.

You need to look at the behaviour of some of your web sites and their interaction with Safari, starting with Il Foglio. There is not a general memory leak in Safari itself.
 
If you sum all the memory used from Safari the result is almost more than 10GB… And you’re denying a possible memory leak on Safari?
 
Safari has many issues such as freezes and ubfinished web page loading that other browsers such as MS Edge don't have on Ventura. However, since this is beta, I believe Apple will get it fixed.
 
A memory leak would be more app itself. As @gilby101 said, it's more of the websites themselves causing issues.
I can prove you're wrong. While trying to understand how these memory leaks happens, I discovered that even the "Activity monitor" fail to properly identify the Safari window(s)/websites that uses more RAM.
